What the PACT Act Requires, Why Your Order Needs an Adult and an ID at the Door, and What to Expect From Checkout to Delivery

Quick answer: Vape shipping laws exist to keep nicotine out of the hands of minors. A federal law called the PACT Act requires online sellers to verify your age before shipping, collect applicable taxes and use a delivery service that gets an adult’s signature and checks ID at your door. Those same rules are why the Postal Service no longer delivers vapes to consumers and why some states can’t receive orders at all.

One Law Covers It: The PACT Act

The Prevent All Cigarette Trafficking Act governs tobacco products sold without a face-to-face sale, whether online, by phone or by mail. Congress expanded it in December 2020 to include vapes and other electronic nicotine products. Since then, buying a vape online follows essentially the same rules as buying cigarettes online.

The Seller’s Checklist

According to the ATF’s guidance for delivery sellers, an online seller has to:

Verify age up front, checking the buyer’s name, date of birth and address against commercial databases.

Require an adult signature at delivery, plus proof of age from whoever signs.

Ship under 10 pounds per individual delivery.

Collect taxes before delivery, including applicable state and local taxes.

Label packages and report shipments to the proper authorities.

Why the Door Check Matters

You must be 21 to buy any nicotine product in the U.S. The age check at checkout confirms who placed the order, but anyone could be standing at the door when the package arrives. The signature and ID check closes that gap, so the person receiving the order is an adult too.

No More Mail Delivery

The 2020 change also made vapes nonmailable through the U.S. Postal Service, and USPS finalized that rule in October 2021. Outside narrow exceptions for licensed businesses, vape products can’t go through the mail to consumers. Online shops now rely on private carriers that can handle age-verified deliveries, and some large carriers have stepped away from consumer vape shipping entirely.

State and City Rules

Federal law sets the minimum. States and cities can add bans on vape deliveries, limits on flavors or restrictions on specific products. That’s why a state may not be available at checkout, and why a responsible store cancels orders it can’t legally fill. Our legal compliance pageexplains how we follow these rules.

How Ordering Works Here

At checkout, we verify your age using your date of birth and the details you provide, and we may use third-party tools or a manual review for some orders. Orders that can’t be verified may be canceled and refunded, so enter your full legal name and home address. Orders ship daily from Illinois, and orders of $100 or more ship free. When your package arrives, plan to have an adult with a valid photo ID ready to sign. Our age verification policy and shipping and returns page cover the details, including returns on most new, unopened items.

Why Following the Rules Is a Good Sign

Signatures and age checks add a step, but they also tell you something about the seller. A store that follows shipping law is more likely to stand behind its products and policies. Stores that skip these steps are cutting corners, and our guide on red flags for fake vapes explains why that matters. You can also see what shoppers say on our customer reviews page.

Frequently Asked Questions

Is the signature requirement really the law?
Yes. Under the federal PACT Act, online sellers of vape products must use a delivery service that collects an adult’s signature and checks their proof of age at the door.

Who can sign for my package?
Someone of legal age with a valid photo ID. Carrier rules can vary, so the safest plan is to be home yourself.

What happens if my order can’t be age-verified?
Orders that can’t be verified may be canceled and refunded. Entering your full legal name, date of birth and home address at checkout helps avoid delays.

Why can’t vapes go through the U.S. mail?
USPS rules finalized in October 2021 bar mailing vape products to consumers, apart from narrow exceptions for licensed businesses. Orders travel by private carrier instead.

Why is my state blocked at checkout?
Some states and cities ban or restrict vape deliveries or certain products. We don’t ship where a sale would break the law.

Do you offer free shipping?
Yes. Orders of $100 or more ship free from our Illinois location.
